're not going to grow the economy if you raise tax rates on the top two rates. it will hurt small businesses or hurt our economy. >> meanwhile, president obama is again stepping into defend susan rice who was locked in a face-to-face power struggle with republicans on capitol hill for the second straight day. as nbc's andrea mitchell reports, it's not getting any easier for the women many believe who will be nominated for the next secretary of state. >> the primary purpose from my perspective -- >> with hillary clinton nodding approval, the president sent a strong message to the republicans, don't mess with my u.n. ambassador. rice a welcomed signal that her nomination is still alive despite another brutal day on capitol hill. >> the u.n. ambassador decided to play what was essentially a political role at the height of a contentious presidential election campaign. >> i would just ask the president to step back for a moment and realize that all of us here hold the secretary of state to a very different standard than most cabinet members. >> reporter: why is she such a lightning rod? even at 5

person, everyone talks about what the fiscal cliff could do to small business, what obama care can do for small business, but you said we shouldn't worry about that so much, that we should get some sort of compromise in order to keep moving and keep talking and keep moving forward? >> well, i think that it was pretty clear during the course of the election and since and even in the president's speech today where he said he's willing to give on some revenue and some spending cuts, he's proposed some, he's already passed some into law. and beyond that, just from my perspective, what i see is that we know that we're a confidence-based economy, we're 70% of the economy driven by consumer spending and anything that puts a crimp in consumer spending is not good for the economy. so to put a tax rise, a tax rate increase for the middle class makes no sense to me. someone who makes 50, 60, $70,000 a year will lose and will take away a lot of discretionary purchases from people like me and travel and a whole host of other areas. i hope our leaders in washington are listening and they take the s

the way most small businesses work in america. >> reporter: i mentioned president obama is going out on the trail, if you will in pennsylvania to sell his arguments. one would expect we would hear some sort of response from speaker john boehner after that. jon. jon: what are the democrats saying? i mean about these g.o.p. complaints? what is your response? >> reporter: they are saying republicans if you don't like the president's plan, where is your own plan? they are asking for specifics on revenue in terms of tax revenue. they are also asking for specifics on what republicans want to do to entitlements. house democratic leader nancy pelosi is not talking about more spending cuts. >> the president has been clear and we support him on holding firm to the 250 tax cuts -- expiration of tax cuts for people making over $250,000 a year. that would be part of a big, bold and balanced package that has big cuts. we've already voted for over a trillion dollars in cuts. revenues are needed and job creation is essential to reducing the deficit. >> reporter: now one weapon that the administratio

people n if it affects the economy, it facts everyone. and those people are small businesses. those people then it goes down to the employees and it slows our economy and this is not a time to be doing that. this is why president obama extend the tax rates for a year action because he said this could hurt the economy. here we are again. we're not anywhere different than we were last year really. >> gregg: donna, dick durbin, the senate's number two democrat, said that social security is off the table because i'm going to quote him here -- it does not add a penny to our deficit. that's ludicrus. >> i think that i'm unable to comment because i think the context may have something to do with the sense of lock box and where this money actually comes from and where it sits in the meanwhile before it gets spent. but i also think it's awfully important to remember that in terms of republican cooperation, the president really has been i think very sincere about seeking that cooperation and initially speaker boehner i think expressed with great sincerity his interest in cooperation. i dare s

the last couple of weeks. going over the fiscal cliff is serious business and i'm here seriously trying to resolve it and i would hope the white house would get serious as well. >> the white house says they are willing to do tough things to compromise, so now it's time for republicans in washington to ask the wealthiest americans to pay higher tax rates. >> asking for a political price be paid in order for congress to do its job to insure that the united states of america pays its bills and does not default for the first time in its history is deeply irresponsible. it was deeply irresponsible in the summer of 2011 and it would be deeply irresponsible if we were to see that kind of approach taken again. >> today the president is going to take his case to the people of pennsylvania during a visit to hatfield and a road on group. it's the sole manufacturer of knex, which makes angry birds building sets. back to you. >> steve: all right. thank you very much. >> brian: it's unbelievable. the "washington post" says the offer la
